The Portal of Journals of the Federal University of Pará (UFPA Journals) is an initiative of the Dean of Research and Graduate Studies of the institution. The project started in 2008 with studies that verified the feasibility of implementing a support channel for the publication of good quality scientific journals, produced by different actors that integrate the academic community of the institution, with emphasis on the Graduate Programs that reached a stage of scientific maturity and national leadership in their areas of expertise.
The Portal is aligned with the efforts of the national and international scientific community, organized in the movement in favor of wide dissemination and unrestricted access to knowledge, thereby contributing to the fulfillment of UFPA's mission as a public institution of higher education, to generate, disseminate and apply knowledge in different fields of knowledge, aiming at improving the quality of life. The Portal uses Open Journal Systems (OJS), an electronic magazine management and publication tool. The OJS used by the Portal was translated and customized by the Brazilian Institute of Information in Science and Technology (IBICT), based on the Open Journal Systems (OJS) software, developed by the Public Knowledge Project (PKP).
1. OBJECTIVES
1.1 General objective
Provide UFPA with a system of electronic publication of scientific journals of good quality, external visibility and recognition from the national scientific community.
1.2 Specific Objectives
a) Support the consolidated research groups, responsible for the publication of good quality scientific journals, in the editorial management process and technical support for the electronic publication of the journals;
b) Guarantee the storage, sustainability and security of data from good quality electronic journals published by academic groups at UFPA;
c) Support the inclusion of journals in repositories, portals, directories and important databases for the respective areas of knowledge.
2. THE MANAGEMENT OF UFPA'S JOURNAL PORTAL
The UFPA Journals Portal will have a Steering Committee and a General Coordination.
2.1 The Steering Committee
The Portal Steering Committee will be responsible for setting the policies that will guide its operation. The Management Committee of the Portal of Journals will have as natural members, the Pro-Rector of Research and Graduate Studies, President of the Management Committee, the Director of Research of PROPESP, General Coordinator of the Portal. The Committee comprises as invited members, three professors linked to the Graduate Programs in different areas of knowledge and a representative of the Editors of the magazines integrated into the Portal. The invited members of the Steering Committee will have a 4-year term, which may be renewed for an equal period. For the 2017-2021 period, they are invited, as representatives of the Graduate Programs.
The duties of the Steering Committee are:
a) approve the Management Policy of the UFPA Journal Portal.
b) approve the inclusion of magazines in the UFPA Journal Portal.
c) approve the exclusion of journals on the UFPA Portal of Journals.
d) suggest measures to increase the Portal and raise funds for its operation.
e) propose guidelines for the operation of the journals portal and supervise its activities.
f) define and revise, whenever necessary, the criteria to be observed for the inclusion and maintenance of magazines on the Portal.
g) designate commissions to analyze situations not provided for in the present guidelines.
2.2 The General Coordination
The general coordination of the UFPA Journal Portal will be exercised by the Research Director of PROPESP.
The duties of the General Coordination are:
a) Manage the Journal Portal.
b) Execute the policies defined by the Steering Committee.
c) Deal directly with the editors and other persons responsible for each journal on the fulfillment of the
quality criteria for publication on the Portal.
d) Prepare the processes for evaluating new securities for approval by the Management Committee.
h) Present periodic reports to the Management Committee to support the improvement of the Portal's quality policies and criteria.
i) Note: The General Coordinator may have ad hoc assistance for technical and merit evaluation in the journal evaluation processes.
3. Information Technology (IT) Management
The Information Technology Manager is responsible for advising the General Coordination in the technical support necessary for the proper functioning of the Portal. The Information Technology Manager will report directly to the General Coordinator of the Portal and, when requested, to the members of the Management Committee. The duties of the Information Technology Manager are:
a) advise the General Coordinator of the Portal in what he demands with respect to the IT infrastructure for the functioning of the Portal.
b) provide guidance on technical aspects of magazine publication, when requested by editors and authorized by the Portal's General Coordinator.
c) take care of maintenance, improvement, customization, adequacy, planning and execution of software engineering when structural changes are necessary in the systems adopted for the functioning of the Portal.
d) offer, when requested by the General Coordinator, training to editors and those responsible for journals on the proper use of SEER.
e) inform the General Coordinator about the technical conditions necessary for the safety, sustainability and efficiency of journals on the portal.
f) meet other computing demands that may be required for the proper functioning of the Portal's activities.
g) submit periodic reports to the General Coordinator.
The technical modifications implemented in the UFPA Journal Portal may be sent, at the discretion of the Portal Management Committee, to the OJS organizing entity, in order to contribute to the improvement of the system.
